What Decree 524/2025 created

Signed on July 31, 2025, Decree 524/2025 established the program's administrative framework. It created the Agencia para la Promoción de la Ciudadanía por Inversión (APCI) within the Ministry of Economy and set out structural rules for how an investment-based citizenship pathway would be administered once operational.

What it did not create

Decree 524/2025 did not invent the no-prior-residency principle. That change to citizenship law came earlier, through DNU 366/2025 (signed May 28, 2025), which allowed a qualifying investment to substitute for the standard residency requirement. Readers who conflate the two decrees often misstate which instrument courts have challenged.

Current status of Decree 524/2025

Decree 524/2025 remains formally in force. It has not been struck down by any court. Resolution 522/2026 cancelled the operator tender; it did not repeal this decree.

Why the Supreme Court case still matters to 524

Decree 524/2025 builds its administrative structure on top of the citizenship-law change made by DNU 366/2025. DNU 366/2025 has been ruled unconstitutional by a federal appeals court and declared null and void by the National Electoral Chamber in a separate case; it is now before the Supreme Court. If DNU 366/2025 is ultimately struck down, the core benefit the program was designed around — citizenship without the standard prior-residency requirement — would be in serious doubt, regardless of Decree 524/2025 remaining on the books.
