What the tender was for
In December 2025, Argentina launched an international tender (Concurso Público N° 34-0001-CPU25) to select an operator to design and run the Citizenship by Investment program. The tender was a procurement process for operational capacity — not a repeal of the decrees that created the program's legal framework. It closed on January 20, 2026, with six firms submitting bids.
Why the tender was cancelled
An evaluation commission recommended a winning consortium on March 5, 2026, but that recommendation never advanced to a formal contract award. Resolution 522/2026 cancelled the tender entirely. Public reporting around the resolution points to unresolved divergences between the approaches proposed by bidders and the government's public-policy objectives. No contract was awarded, and no compensation was owed to bidders under the terms of the cancellation.
What Resolution 522/2026 did not do
The resolution ended the procurement process. It did not repeal Decree 524/2025 (the administrative framework) or DNU 366/2025 (the investment-for-residency amendment to citizenship law). Those instruments remain separate from the cancelled tender. Treating the tender cancellation as a full program repeal conflates two different legal acts.
What happens next
No revised procurement timeline has been announced. Separately, DNU 366/2025 is before Argentina's Supreme Court after adverse rulings in two lower courts — a process that matters more to the program's core benefit than the cancelled operator tender.
